L17 Cross-Org Federation is now live in production (/.well-known/atlas-root.json + verify-federated returning a valid, org-attributed result with no central server) — so the count moved to 16/20. The remaining frontier (L16, L18–L20) is deliberately 2027 horizon work, not stalled progress. Core (L1–L15) is ~94% done, and real Stripe checkout is now live (Hobby $9 · Pro $29 · Team $99).
